I wish they would realize why this is actually going to less profitable in the long run. Nobody is going to spend actual money on packs that might as well contain nothing. Everybody is just going to grind out matches, spend all of their hard earned credits, get a million billion asari adepts, then throw their hands up in the air and go "I give up." A few months down the road they'll finally release some DLC and wonder why nobody is around to buy it. This is exactly what killed SWTOR for me (aside from the inexcusibly horrible optimization), caused me to do a complete 180 on the game. To keep this discussion, here is a reason why I'd say that it's not exactly right idea:
For quite a time, I have been saying that the "wronginess" isn't in the game itself, but is a mixture of the player's stance and a quirk in the game system. This thread is one such demonstration of how true my opinion might be.
First of all - what is the purpose of character cards? The purpose is twofold: 1) they allow you to max out the cahracter's customisation options and 2) they gain you bonus XP to the class based on how rare character you open (12500 for humans; 25000 for silvers; 65000 for golds, I believe). Even if a said character is maxed, they gain XP to your class, allowing you to get another character to higher level.
This is all tied to the N7 system - a in-game rank for attaining levels AND promoting your characters to Single Player. In theory, the SP game should have been re-playable several times with several different outcomes, most likely based on your War Assets. Thus, promoting will have a reason, because the "best" outcomes should not have been awarded without giving the MP a try, and the trully outstanding ones should not have been awarded without gettin a substantial amount of assets (much, much more than what will be availiable in SP alone).
The real problem begun when this idea failed. If it would be executed just nice, and perhaps - perhaps - if SOME multiplayer characters would be awarded for getting the "best" outcome in SP (imagine it like "okay, we have defeated the fleet, now it's time for me to traing the troopers to excel in small fights" - type of message from VERY powerfull SP characters, unlocking you new MP classes), then people would enjoy promoting and the caracter cards will keep their reason to exist.
Sadly, this has not been implemented, so the character cards feel like a waste of space, after some time. But I DO enjoy getting XP points "at random", because it means that if I promote (hate me for that, but I don't enjoy playing lvl20 characters that much. My N7 is low (300-ish) because most of the time, I go Bronze or Silver and it takes me time to get levels and because I don't have as much time as I would like to), I don't have to go with level 1 class, but rather I can get it reasonably high, sometimes so that I start new class and play Silver immediately.
So, I think the cards should stay, BUT the incentive to promote should be bigger. Hopefully, the EC pack for SP will add some part of this. Of course, the "SP characters for MP game" is a long shot, but I thunk if they won't be overpowered and will be just a matter of "prestige", much like the BF3 soldier, it will be really, really nice addition.

Someone give this man an internet. Brilliant idea that actually solves two problems, terrible pack contents and pointless promotions! It can be tweaked a bit, but can you imagine, actually being rewarded with things you want because you are dedicated/ played a lot/ earned it? I love this idea that you're N7 rating can influence odds of getting equipment. Awesome idea ExecutorBG, I had to put it here on the front page.
I love this Idea... I dont like to promote my Characters unless its Event Required... this however.. would get me a lot higher... of corse... BW would likely make the N7 Weps require a 2k rating or something.. lol rares at 1k and commons at 500... and by the time you actually got to the required rating.. you might need MAYBE 1-2 upgrades... lol
But I do LOVE the idea

I maxed all my weapons except ultrares and I'm hardly getting any gear now, only character cards. Coupled with the annoying repetitiveness of mp as it is, it made me stop playing completely

I understand your take on the issue and nobody expects 100% of the comunity to agree, if that was required/expected, there wouldn't be any nerfs to our abilities or buffs to the enemies.
That said, the reason for this issue is irrelevant at best. What matters is that it exists and it needs attention. Games, to most true gamers, are the farthest thing from a simple time sink. They are an outlet for those of us who are tired of life's limitations, a gateway to better worlds. One of the characteristics of better worlds is that hard work is rewarded, not by sheer luck (that would be the reality we live everyday) but because said reward is earned. When a game fails to deliver on such a basic need of the comunity as a whole (whether some realize it or not) it, simply put, fails "period".
Whether you enjoy promoting your characters or not, this is not yet another "Break the game for some so I can enjoy it more" petition. This is not a group of fanatic Infiltrators asking that Biotic Explosions are reduced in range (merely an example, every class has it's fanatics and every class has paid a price, some a higher one than others). This is a majority asking that they implement a variation of the system where, IF you don't promote your character and have all the customization options unlocked, you no longer get that card. People like you, who enjoy promoting and see the cards as a welcome boon, would still get the cards for any character below lv 20.
Basically, unlike most demands that have already been met, we're asking that neither group is punished. We are asking that BOTH groups get what they want. If you want cards, promote. If you don't want cards, don't promote. I, personally, would see it as a reason to finally enjoy a lv 20 character without seeing it as a complete waste.

...if my character is all option unlocked lvl 20... even 1 med-gel or warp ammo I, anything, is more valuable than character card.
