There are more merchants than ordinary citizens there.. the city feels utterly desolate, much unlike Denerim or Orzammer in DAO.
Will this change as the story develops?
Why is Amaranthine empty

It does improve over time... That being said there are a couple reasons why Amaranthine might be emptier than Denerim and Orzammer
1. Rendon Howe had been Arl of Amaranthine since the end of the rebellion against Orlais 30 years before. He was only Arl of Denerim for less than half a year and had much less time to torture the inhabitants of Denerim, or sell them into slavery in the Tevinters, after all his corruption had to have started somewhere it can be assumed he didn't treat the people of Amaranthine any better than he treated those of Denerim . Howe's sadism especially towards nobles that supported his enemies and the poor probably would have greatly reduced the population or the city
2. Denerim is the capital city of Ferelden which would mean that it would have more people anyways.
3. Most of the refugees from the blight and Loghain and Howe's attacks on the various Teyrnir's (Highever), Arlings, and Bannorns fled to Denerim to take ship elsewhere since it is the main port.
4. Orzammer is one of two remaining Dwarven Thaig's including Kal-Sharok, the two remaining dwarven cities hold not only their own populations but descendents of those that fled the 17 thaigs that were abandoned due to darkspawn attacks throughout Thedas (assuming that the Dwarves followed the somewhat traditional belief during times of war or attack of evacuating women children elders and the sick and injured first).
5. A blight was just defeated and many of the people of Ferelden either were killed or fled elsewhere, given that there is currently a darkspawn presence in Amaranthine one can assume that the Blight affected the area at least somewhat.
