--First, I had a character that had the flags set for "romanced Miranda" and "romanced Ash". (not sure if the romanced Ash is necessary) It works with imports that were modified to have Miranda romanced as well as early ME3 saves where you set the "romanced" (previously romanced) flags to true.
--I then choose the dialogue during gameplay that leads them both towards romance
here is where you do it...
--when you get the PM from Miranda to meet you in the apartment in the Presidium commons, you can go and have the conversation with her and then "get busy". *note* you have to do Miranda first or it won't work.
--make a save after you are out in the hall after the romance cutscene with Miranda finishes.
--exit out of the game (or I just alt+tab and make the changes)
--use Gibbed's ME3 save editor to set Ashley's romance flag to "AshleyTrueLove". It is #19724 in the bool variables of the plot section in the raw tab. click on the button with the 3 dots in it in the bool variables-collection line. scroll down to #19724 in the window that opens and change it from false to true.
--make a new save using Gibbed's. when you click on save at the top left, "new save" should be highlighted which will make a save one numerically higher than the save you are woking with. This will allow you to have your "unaltered" save and the new multi-romance save. (I don't mean the "new career button" in the left window)
--start ME3 back up or alt+tab back in and load the save game you just modified....it should show up as one number higher than the one you made outside Miranda's apt.
--viola! done. You can now go finish romancing Ash and her cutscene will play correctly now too.
I am not sure how the game would react to modifying it to try and have multiple romance scenes work that occur on the Normandy at the time the Ash/Kaiden/Liara one does. Modify those at your own risk. Ones that have cutscenes at a different time or place seem to work just fine.
