That's true. To get back any VA needs a lot of money. Also keep in mind it's not just the original cast but also the ones for any localization.
I don't know how many millions of fans are willing to pay for one or both Romance DLCs and I have no idea how much money you need to bring back the VAs. Since most of the other stuff is done (Textures, characters, ...) you "just" need to add the new scenes, the new maps and that's it.
"That's it" could easily mean half a year of programming PLUS another three months of bug fixing. Even if BW is going to do this, don't expect a DLC in 2012.
Think a good idea is to sell the DLC for $15 each or as bundle for $25. It's worth the prize replayability gets enhanced a lot. Such upgraded romances can be considered as "game within a game".

Funny fact: the ME2 romances IN ME2 were done in a way to separate you from your original romance in ME1. Players who did so never got a proper reward from their new LI.
Most issues of the current ME2 romances in ME3 can be fixed by adding additional variables. I don't know anything about the structure of the game, but it should be possible to add new content, a "new path" of the story, without damaging the old path (which is still there if you like). I think I did an attempt to explain this in the OP.

That idea is a good one, although may not work. Adding two more full (female) LIs may offend female players as well.
Adding another new male character as Reporter to the game would make things even more complicated.

You always have the option NOT to recruit your LI for the ship.
Also: you can skip Ashley or Kaidan in the vanilla game and make 'em to war assets. It'll net you 25 points.
Since you only get to recruit one out of the four LIs (and only 3 of them become war assets), recruting Jack won't harm your war assets that much :happy:
