They'll most likely all be available in a future expansion .. probably when a gold edition comes out in a year or something with all expansions included.
But as of now .. no, there's no way to get other promo items from other editions of the game.

Any update on whether this is available for 360 in some manner? For anyone that did receive this item for their PC, did it also unlock the item for 360?

Dragon Age unlocks (code wise) are platform specific, unlike Mass Effect 2's codes.
You can't get this for xbox.
