The only meaningful respawns are animals. Sure, bandits could "respawn", but I would expect them to work the way certain content works in a certain forest in DA:O. (You clear out one group of something, and a different group of something might be there later...or not.)

because it is not a mmo. respawnable enemies would just be a way to farm for xp and would break the game balance. make a new character or make a mod if you want to kill more enemies.
