So I imported my Infiltrator from ME2, and was irritated to find that despite the fact that the first thing I did when I bought the game was turn "Auto Levelup" off, my character was level 30 but had all of his skill points already spent. I don't recall this happening when I imported my adept immediately after buying the game. Is this intentional/working as intended or a bug?

The good thing is that I think the points are distributed based on your build from ME2. Once you get on the Normandy you can respec your Shepard the first time for free in the Medlab at one of the tables to the right as you enter.

Ah I hadn't realized the first respec was free. Didn't need to respec on my last playthrough. That makes it less annoying if I just have to make it through Mars and don't have to waste any credits. Still though, I'd rather spend points from scratch when the classes play significantly differently between ME2 and 3.

I swear I remember spending my points up from 0 on my adept though. Maybe I'm on crack.

Go back to the ME2 save you want to import and spend the eezo to reallocate, however don't spend any points (though I chose to max the passive skill for a possible para/gade bonus). You now have all points available at ME3's start.

You still get a free reallocation once you get to the Normandy.

I recently had this problem on a new game as well. In my new game and new game+ with my soldier I could spec anytime I wanted to (even on earth) without any points being spent.

I started up as Vanguard and found it spent all my points with autolevel turned off, went into the nromandy after meeting with the council the 1st time and still found they were spent, had to reset Shepards points in the medical bay.
