After going through ME again for the 1st time in a year or so, I decided to change the outcomes & save the council to see how it affects ME2.
The main question is what exactly do I need to do to gain both Jack & Miranda's loyalty as I never seem to be able to accomplish this. Not that it has affected the outcome of the game in the past, but it's something that passes me by every time I try.
I dont know if this affects it but once Jack is off the station I give total access to the files. Do the mission was requested then the Miranda's. Does it also affect the outcome if your using a Fem-Shep?

Just comes down to a huge paragon or renegade score, I think, though as I understand it 'huge' is not in an absolute sense but is relative to how many paragon or renegade points you could have picked up. I've kept both loyal with a Shep who gives in and hands lets Jack have the files right away and also with a Shep who holds out on the files. Jack just helps herself to them anyway so I really don't think what you do about the files make a difference. As far as femshep or blokeshep goes, I'm not sure but I suspect the only difference is maybe whether Shep sleeps with her without romancing her which I've heard is a strong renegade option that changes her attitude toward you for the worse. Since she doesn't go for femsheps I suppose that's a possible difference, though I don't know for sure that it changes the loyalty challenge wrt Miranda anyway, but I suppose it'd be no different from a blokeshep who romances her into bed properly instead of just having a quick root under the engine room.

You have to use a persuasion response in their fight after completing both of their loyalty missions. How much you need depends on several factors, but it's usually advisable to have that convo ASAP. Basically, it's easier to pass persuasion checks if you stick to paragon or renegade rather than a mix of the two (something I don't like at all).
If you can't persuade them at that time, I think you can regain the loyalty of the one you haven't supported later, but I'm not completely sure of that.

i usually play Paragade on ME2 . I actually always do Jack's Loyalty fairly early but i do Miranada's really late, one of the last things before the IFF in fact. And i always get to gain their loyalty. I just make sure my PAragon/Renegade bars are high enough.
One thing that was mentioned by Bioware is that it's important to get as much experience as possible , that is to not skip things to do , or people to talk to on different missions . Personally while i always do the poisoned drink and saving Patriarch on Omega, and make sure to talk to the Mechanics and Scientist on TUchanka ( their lines still crack me up ) i often skip hacking the Terminals for Liara on Illium ( unless i really need the creds).

You can think of it as the required paragon or renegade as a percent of total available.
Say you only went to Omega, and you did everything there that you could for max paragon points. So the game checks and it you have 100% of available paragon. If Illium was unlocked, the minute you dock there your paragon percentage would immediately drop as there are many more possible points to be made.
Essentially this is why it appears that doing quests at certain times affects your ability to pass with charm or intimidate options that require high percentage to "unlock."
I never had any problems with Jack or Miranda. One of the things that you can do to help you chances, besides doing most of the side quests, is to take the passive evolution that gives the largest paragon and renegade bonus. For Soldier, that would be Shock Trooper.
Giving or not giving Jack access to the files does not affect this at all (outside of perhaps manipulating your total points).
I know for a fact that you can regain Miranda's loyalty if you side with Jack. However, you will not be able to romance Miranda afterwards. I think the same applies the other way around, and also with Tali.
