"nail" such an ugly term, if we replace it with romance, then I would go for Khalisah al-Jilani. She kind of melted my heart, when I took the paragon route with her in ME3 and I saw her fear.
I liked Samara's others more benevolent daughters as well, but oh well then I would create a couple of new Morinths and that's not what the galaxy needs with reapers hanging around.
Maybe the asari consort, who sort of disappeared altogether in ME3 and didn't even get an e-mail reference
