Worst:
Jessica Chobot as Diana Allers (inflection was off and the character was just redundant and not interesting at all).

While that's partially explained on account of having lost Omega to Cerberus, it still doesn't really make sense, because her character is one who'd be stewing in cold, calculated anger. Not sit in Purgatory for 4 months and just pout.
So she sounded off to me. Everyone else was great. Even Kaidan... oh wait, he was still dead. Sorry buddy!

FemShep *and* MaleShep are both great, which was surprising to me, since I didn't really like MaleShep nearly as much as FemShep in the previous two games.
Anderson is brilliant.
Liara and Garrus are also very well-done, as is Tali.

Jessica Chobot (I mean, come on, an IGN reporter as a character? Whisky Tango Foxtrot)
Ali Hillis (I'm not committing fully to this one as I don't know whether her line delivery was the result of poor acting ability or a deliberate attempt to give Liara T'Soni a certain dialogue style, but I found the delivery of her lines to be jarring to me as someone who likes smooth dialogue with emotional dynamic, and I just didn't hear it here).
Others:
Mark Meer wasn't great. I have to say it. When he talks about his feelings for X or Y love interest, I don't believe that Shep actually feels anything for those characters. It's almost like he's just reading his lines. Same with his exertions at the start of the game, as he and Anderson are moving through the wreckage in the building as they're escaping the Reapers. He's not Terminator, and he should be giving evidence of his exertions (listen to Keith David's dialogue as he lifts heavy objects up and compare it to Meer's), so it seemed like he was just reading his lines here as well.
Meer seems more suited to renegade performances, because this is where he seems more alive with the character.
Jennifer Hale, I'm not too sure about in ME3, as I only have her performance in ME1 and ME2 to go off of. I'll reserve judgment on her performance until I get around to playing as FemShep... Whenever that is (I don't really want to do that until the endings are fixed).
Freddie Prinze Jr did the best he could with the material he was given.
Kimberley Brooks and Raphael Sbarge did what they could with their characters. Their voice performances during emotional scenes seemed off, but I attribute that to the way their characters were portrayed in the Game Engine than necessarily any performance faults on their part (although I've heard better emotional devastation from other actors in other performances, but that could be a simple case of the actors not really feeling their characters, or the voice director not really caring all that much).
One thing I will say is this. A lot of people think Ashley is a bit of a ****. I think Kimberley did a good job here, because it takes a good actor to be able to create a character who is capable of making many people like her, and others dislike her ****iness in some scenes. If she were the "read your lines and whatever" kind of actor, I don't think people would feel so strongly about Ash.
The other actors were passable. A lot of them are capable actors, so I attribute any short-fall in their performances to lack of direction and lack of enthusiasm in the characters.
As an aside, I think a lot of the performance of the characters is also down to problems with motion capture and animation timing. Trying to put an actor's performance capture data onto real-time 3D assets in a game engine can't be easy, so I acknowledge the difficulties there.

Jennifer Hale is better over Maleshep. (That was Thane you SOB!) Maleshep just sounds so.. I donno.. Cheesy.. You'd expect more anger and grit to his voice at times.
Garrus, He's got the Buddy thing down pat..
Mordin, not the same but good..
Hackett, Grizzled Vet but with honor.. His VO was what you'd imagine his char sounding..
Anderson, Always was great, since he's also a professional actor..
Allers.. UGH.. Sorry nothing personal on her part, but they have acting coaches for a reason..
Tali, Believable and accurate..
Liara, I honestly donno. Something just seemed.. Wrong..

I'll elaborate on the last two. It's obvious they do not have voice acting in their background. I understand that; however, their lack of VO chops is painfully apparent because the voice acting otherwise was excellent and above par. Buzz Aldrin sounded like he was reading the script. Chobot's tone did not match the mood of what she was reporting or the overall tone of the game itself. It lacked gravitas.
Don't expect Stargazer to be good. Buzz Aldrin is an astronaut, not a voice actor.

Worst: I have no idea. I would say Chobot, but everyone's saying her, so I'm just going to say, she's not bad by any means, but I didn't like Jennifer Hale this time around. The way she does Shepard just rubs me the wrong way. No hate, just opinion.

All were good with the exception of Chobot, of course.She just keeps talking the SAME WAY. Never changes that tone, a tone that sounds very stupid by the way. She sounds dumb.

But I'd also like to add Jennifer Hale to that list. Overall, she did just amazing in ME3 as she did the other two. However, all three games have parts where her inflection and tone don't really fit the mood of the situation. I don't think that's her fault, though. It felt more like it was recorded and then pasted into a different part of the game that it wasn't originally intended for.

Everyone was great (or at least acceptable/passable in case of Jessica and Buzz) except for that kid. Sorry, but 99% of child actors suck. It is SO rare to find a good child actor that people should just stop creating kid characters in their stories because most of the time the scenes will simply get hijacked by bad acting, as it happened with the Catalyst.

Nope, it's not just you. Liara's voice grates on my nerves. As far as the Garrus thing...I just pictured him giving the Ezekiel 25:17 speech from Pulp Fiction

I don't mind Allers. I bet if people didn't know it was Chobot they would never have noticed.
I had no idea who she was, nor did I care. but I was revolted by the voice acting and stuck her on the ship as an asset then ignored her as much as was possible.

Steve Blum didn't have much but got to say some of the best lines in the game, and did that fantastically.
In fact the only voice acting I found to be horrible was Diana Allers.

Ashley's voice work was different from ME1, not worse, just different. Deeper, less light harted, more sombre. Excellent voice direction and great inflection from Kimberly. She has a more sober view of the galaxy now.
Raphael did come off as slightly bitter in ME1, but in ME3 he captured the 'wounded warrior' tone that he always said he pictured Kaidan as. Both of them captured their emotional and humorous moments with subtlely and charm.
Brandon and Ash Sroka were as great as expected. Ali's performance was a step down from her LOTSB delivery, but Meer knocked his lines out of the park.

Doesn't make him sound remotely "latin" like the characters he was portraying.
The best and worst VA in my opinion were:
1.) Martin Sheen as the Illusive Man
2.) Jennifer Hale as FemShep
3.) Brandon Keener as Garrus
WORST
1.) Jessica Chobot (DEAR GOD was her voice acting terrible, I mean it was bad to the point that she broke immersion for me everytime her character opened it's mouth)
2.) Freddy Prince Jr as James Vega
3.) Peter Mensah as Javik (he's not a bad voice actor the accent is just horribly out of place on this character)
