[Wang Lightning]

Just spent all the credits I've saved over the last week or so to buy 13 packs. Out of those 13 packs, all I got was 26 character cards and 1 scorpion.
2 characters per pack. Several times it was the same character x2. Nothing else. I still don't have a Black Widow or Javelin. This RNG is completely over the top.

Assuming you have all your regular and uncommons maxed out, then I would say that the special Spectre pack is a good bet. If you haven't got your lower level stuff maxed, get Veteran packs instead.

I just bought one: the only "rare" thing I got was salarian infiltrator (already gotten a couple of those before) and the rest were non-rare character cards (and medkits) 

I mean I'm cool if it gives me asari adept or quarian engineer, because I don't have any customization options for them yet, but come on!

I'd take the asari adept roll. I got her when I was like N7 20. Now N7 250 and haven't gotten her again since then.

I picked up a premium Spectre pack yesterday and was quite pleased. I didn't have a single Krogan and my premium pack had two: a sentinel & a soldier; plus a Quarian infiltrator AND an upgraded Incisor.

No complaints here! The only multi-player race that I don't have at the moment is any type of Drell (I had a Drell Vanguard in the demo).

You are right....
I saved up to 4 million before premium spectre pack shows up.
Let's just say I am such a fool falling for it.
Well at least I still have 2 million now.

Total so far = 13 packs. Have all gold weapons at X already, 5 of each consumable and 25 respec cards. So all I can get are N7 and characters (and more characters), and possibly consumable upgrades but I seem to be capped at 5 even though i know its possible to get up to 10.

Premium Packs, no matter how you look at it.
They roll on the exact same reward list for gold cards. But the Premium Spectre Packs roll on that list twice at only 1.65 times the cost.

Just some basic mathematics:
For the price of
165 Spectre Packs, guaranteeing you 165 rares or better
you could've bought
100 Premium Spectre Packs, guaranteeing you 200 rares or better.

The chance of the guaranteed card in your Spectre Pack to be an N7 (supposedly around 5%) is probably the exact same chance for one of your guaranteed cards in the Premium Spectre Pack to be an N7. You just have that chance TWICE. And though that doesn't result in your chances doubling, it's pretty close: (1 - (0.95 * 0.95)) * 100% = 9.75%.
Your chances to get 2 N7's within a single Premium Spectre pack are extremely small though: 0.05 * 0.05 * 100% = 0.25%

Pack 1: Some random stuff and a Wraith, good start (at least I got a ultra rare try 1).
Pack 2: Some duplicate character card and a Hornet V
Pack 3: Widow IV and Black Widow I

Off to a good start it seems
