The delay is because of the long weekend. No one in the office to test. Doesn't take a week to test, just requires someone be there to do it lol
As for PS3, from my understanding this is Sony' s fault. Bioware's hands are tied.

Just contact EA help either via livechat or (like me) via e-mail. I did the promoting but didnt get the comendation pack, asked EA for help and they sorted it out nice and fast. It popped up on the list here and im just waiting for BioWare to give them away again next week.

@JATF Like Bryan said earlier, the in game message takes a long time to implement. By the time the programming side is completed for all languages, the issue will be fixed.

@AnathamaDye, @ABM Anty1234; I did not have the commendation pack listed for Operation Goliath and I still got the pack. The reason it is not listed is because they stopped putting those listings up when they halted the pack distribution. It will be up there ones they start sending out the packs. Worst case scenario, if you do not get one when the packs are sent out next week, contact support and they will fix it.

bioware you better fix this, this is the second time i didn't receive my commendation pack. i had to email customer support to get my first one.

So I leave for a 2 week trip...if they don't get around to fixing a problem with their game till next week...the victory pack and the commedation pack I'm owed from LAST weekend will expire. Awesome that my multiplayer experience gets ruined because EA has holes in their system and screw over the guys who play the game fairly. I bought ME3 for the sole reason of playing multiplayer. Their customer service blows...I recieved an email from customer support saying they manually got my packs working...this was a lie...been 24 hours and I recieved another email saying their manual "fix" for me didn't work. Good job EA...you've lost a customer for life.

I already got my Victory Pack, but not my commendation, does that mean I am not getting my commendation?
Commendation and Victory packs are given out by 2 different methods, as victory goes to everyone whereas the commendatoin only goes to those who completed the challenge. It takes a long time to sift through the data to see who is eligable.

I got neither, regardless of fulfilling the requirements. Just clarifying, we are just waiting for it to be fixed, or do we ask customer service?

@Acktimeus This problem is different from what happened with your last commendation pack, and with so many people that have yet to receive a pack, you can bet they are on the job fixing this. Infact this entire topic is dedicated to them fixing this.

@SmokeyMountains If you did not get the commendation pack from Operation: Goliath, and customer service has confirmed that you have filled the requirements to be awarded one, once they get the commendation packs working you will get one. They expire 5-7 days from when they are put active. If you did not get one for Goliath, because of a problem on EA's side, you wont be penalized by the expiry date. Give them a shout once they finish fixing the problem and take it from there. Also, amusingly enough, it could be worse. You could be playing Aion, where the development team does not even acknowledge North American players becauses there are more players in Korea playing.

@Craigolas We are waiting until next week to get the commendation/victory packs. Customer service will advise you to wait 24-48 and check again as they are told to. I would recommend bookmarking this forum and check back occasionally.

I'm getting bored of MP because it's the same thing over and over. No matter how many packs I buy, I never get a new weapon to make it intresting again. I need my commendation D:<<<<<<<

I haven't recieved the victory pack yet. I understand through the first post that the commendation packs were not handed out. Will I still receive both packs when they fix the victory pack or did I somehow get screwed with the commendation pack?

Edit: Nevermind, I apologize. I saw an earlier post that the fix is for both. Should have read a little more.

I just arrived back from holidays, and was expecting to see my Victory & Commendation Packs waiting for my, as I had to leave before I could get them. However, I see none now. Utterly silly if they dissappeared before I could benefit from them. 

Edit: Fock, just read page 34, all pckstuff suspended. My fault.

Seriously did you not read like 4 posts up the quote that all packs from operation raptor got suspended from being given to players because some people were exploiting to get multiple packs, and a fix for the exploit may go live this week allowing those of us who completed operation raptor to get the victory/commendation packs. 

I feel sorry for the bioware EA fourm mods...I really do.
