Extensive Googling didn't show me anyone having looked into this (on BSN or anywhere else), but I'll ask anyway before I bother testing myself.
Just curious if anyone has tested (or knows with 100% certainty) how these two values work:
(StatName="CoverDamageReduction",StatRange=(X=1.0f,Y=1.0f)) - It's 1.0 on all single player difficulties, 0.9 on multiplayer. Is this a 0% damage reduction at 1.0 (10% damage reduction at 0.9), or is it a "100%" reduction (meaning half damage taken)?
(StatName="NoCoverDamageBonus",StatRange=(X=0.4f,Y=0.4f)) - is this a multiplicative 40% more damage taken by players when out of cover, a 40% damage bonus to any enemy attacking you (additive like player's damage bonuses, or multiplicative?), or something else entirely?

For what it's worth, I can't confirm this with numbers, but it seems like attacks are more likely to damage you while you're in cover in single player than in multiplayer. The relationship you're looking at may, in fact, be inverted from what your initial hypothesis is.
