In Me2, during the converstation with Liara's 'Father' , she said that she wanted to convince the Asari to build their own relays. That would suggest that they have the technology to re-build or build new relays.

However; if the exploding relays did destroy each system that had a relay, it would be rather hard to do that since each hub of every advanced civilization was wiped out.
