I absolutely loved him. I wish he was a LI for FemShep. I particulary loved him in the Normandy. Telling Jokes, having fun with Esteban calling me Lola/Loco.

Also when you take him on the mission to get Admiral Koris, you should assign him to hack the AA gun control panel. His reaction is hilarious!

When I first saw him, I was expecting a stereotypical, self-absorbed, steroid-munching, American soldier-punk. I was pleasantly surprised to find out he's not nearly that bad, and I rather like him but, still, I don't find him all that special.

Highly underdeveloped. If he was a walking stereotype of Jersey Shore douchebaggery, he'd still be a more fleshed out character than he is currently.
Remember when there were loyalty missions in ME2 that practically forced character development upon us - in a good way - and we ended up feeling something for our squad mates, whether it be affection, sympathy, pity, or hatred? Well, since there's nothing like that in ME3, it's hard to feel anything for Vega. Even Cortez is more fleshed out than him.
We've had two or more games to familiarize ourselves with every other party member except Javik - and Javik is more interesting than Vega since he provides a completely different perspective and has a drastically different paradigm as a Prothean than Vega, who isn't someone completely alien and interesting and whose paradigm of the world would would be what we've already seen in others - i.e. nothing new.
