I'm not a very good mage player but Morrigan seems highly borked to me because her talents are too scattered. Wynne is much easier for me to play. So, how do I turn this around? I have morrigan at level 7 now and she has enough XP for levle 8 but I can't make up my mind what to do with her. All the good talents seem to start becoming accessible at level 9 for her and Wynne is already level 9.
How to build Morrigan?

For Morrigan, chose the telekinetic line and the frost line. I usually go with the lightning line and sleep line as well.

Well, you get her really early in the game, so you can make her anyways you want to be.
I personally went max Entropy with her and the frost line. A few scattered things here and there aren't an issue. Oh, and I gave her heal, since it has such utility.

Witches are hexy. I bought her the full line of hexes for debuffing, and maxed out Cold and Lightning trees (I regret the latter, though).

I gave her everything that was crowd control and used her to hold all the big baddies at bay while the rest of the party mopped up the lessers and could then all concentrate on the creatures she held off for me.

I'd say she was "built" pretty well already looking at her model.
But on topic, any sort of crowd control or AOE spell is a good bet as Corwinist said.
I love Blizzard personally, and the Virulent Walking Bomb spells for taking care of pesky archers.

Paralyze line. Enemy is elite or higher -> paralyze. Enemies are clustered with 3 or more -> mass paralysis. Cold spells + cold damage rings and gloves and Winters Breath from Warden's Keep. if enemy is elite or higher -> Vuln Hex + Weakness. So if enemy is elite or higher she paralyzes it, vuln hexes it, weaknesses it. If there's a big group of enemies she mass paralyzes the group. I give here heal line up to regen and spirit healer up to lifeward. Of course you can build Wynne the same way ...

My party is dagger rogue (PC), Shale, Dog and Morrigan, so I gave Morrigan heal and cc spells mostly (Blizzard, Crushing Prison lines, probably go for Sleep line next) since my other party members do plenty of dps.

cone of cold->heal->force field->shock then I make my way to crushing prison or sleep and then on to mana clash and storm of the century.

I gave her frost weapon so she could get cone of cold next. But really, I think she has too many spells that are getting in the way of getting something good sooner rather than later. That's the problem there, can't have something good now. Have to wait until next level, if I have the magic stat for it.

I went for full line of Hexing and cold. It has never let me down. But i would like to know other decent spells, just don't say Horror, thats the worst spell i can think of
and Arcane Bolt.

I WUV dat spell. I watch things fall down and go BOOM all over the place.
On topic, I acutally give her heal and from the spirit healer line group heal and let her do mostly single target spells. I wind up spreading her out alot...........uh, that didn't sound right.

How much penetration does Telekinetic weapons add? I use Sleep+Waking Nightmare/Horror and Crushing Prison and/or Force Field for crowd control/divide and conquer.
Is Cone of Cold really THAT good?

Do NOT make her a blood mage , she will just die all the time and it will take up like half her tactic slots to get her to even half ass use her blood magic powers

Cone of Cold is just that good. Given a choice between CoC and FF I'd take CoC.

right off the bat, CoC, and sleep should be your first 2 choice. after that, you can try completing those 2 lines with Blizzard and nightmare. then it's either crushing prison or death hex/cloud combo.
