Currently it is impossible to achieve to the best ending without playing the atrocious and completely uneeded/unwanted multiplayer mode. Obviously this was by design so they can rake in the profits from online passes, IOS apps, and Specter packs. However, since they are already on record for lying yet again I assume they will fix it.
When are they going to resolve the Effective Military Strength(EMS) issue?
