That's different. 60 is not the age where Asari are considered smart. It's when they are considered fully physically and mentally mature and allowed to go out into the galaxy by themselves. This is the Asari's "coming of age," which means it's basically the analogue of turning 18. Unless you live in a society where you're considered fully physically and mentally mature at 10.

Honestly, I think due to the fact that they have stages of life, they're considered children until they reach Matron.

Maidens are the rebellious teens
Matrons are the mothers
Matriarchs are the wizened elders.

Samara says that Ardat-Yakshi are discovered when they reach physical maturity and that her daughters were diagnosed when they were 40. This means that the age of physical maturity is most likely around the 30 to 40 year mark.

What color is considered "dark-skinned" for Asari? What colour do they get when they get a tan?

I dont think they ever say the race of her father but the Salerian does say something along the lines of "your mothers last mate, your father would get her things" which would mean she could be any age.

Given their skin color, it is quite clear that Asari do not have melanin. Perhaps some alternative, but they most likely do not, "Tan." In terms of dark skinned, they run the gamut of blues. So a dark skinned asari would be around purple with a very 'pale' asair being closer to baby blue.

Because he's her STEP-dad.  The salarian is her mothers second husband.

We know nothing of the Asari aging process other then they live to be a 1000, 60 seems to be the time most leave the home, and 300 is when they start having kids of their own.

Everything else is guess work until the writers decide to give us a fully detailed explantion of the Asari life cycle.

I believe it's said somewhere in ME3 that Athena was one of the first priestesses of Athame, or one of her disciplies or something. Might be remembering it wrong, though.

It could also be that Asari need a certain level of brain development, and thus intelligence, in order to join.
