 Im not sure if this is the same thing that people are experiancing but does anyonene know how to fix this ? 

I promoted my characters during the N7 Raptor Weekend ( 2 of them Soldier , And Vangaurd ) Soldiers turned out fine but the Vangaurds have a bug , They are level 1 with all heir powers and it says I have -80 Skill points to spend , Ive tried logging out and restarting PC but nothing , Anybody having the same problem ? Or know the fix ?
it making me crazy I cant play with my vangaurds in Fear of account Ban and just out of plain feeling bad to cheat using those powers so I leave it be helps me

I'm having the same issue. I used a respec kit on one of my engineers to "play fair" until i get a resolution. I guess I'm going to currently try to use that one to see if i can promote again out of the issue. Though i just want to know if it took my promotion for raptor qualifying purposes

I have several characters with this glitch -- I also promoted them during N7 Raptor Weekend.

I found a solution ! it's not the best but if you reset one of your races lets say it's the sentinel you have a problem with reset one of the races example. Krogan and play with him until he is level 20 all the others will then be fine just a pity you have to use a power reset

My sentinal and Vanguard classes are having this problem as well. It also makes joining silver matches difficult. other players keep trying to kick me from the lobby.

Yeah, me too - I respec'd the QI but didn't bother with the HE (interestingly, only the human female engineer was bugged, human male reset as in intended)
