i would take rc speed over incapacitate on carnage, i dont want my powers knocking stuff on its ass, i want to shoot it while its staggered.
same reason i dont pick neural shock on overload.
just a personal preference.

15% extra damage isn't that much. It's better to get 50% damage against everything instead of 65% against armor.
