This would be a great goodwill gesture to the fans, similar to Bethesda's recent release of a Skyrim toolset: can we have a toolset to make new content for Mass Effect 3? 

It would achieve three things:

1 - extend the lifespan of the game for those who wish to play new content produced by others
2 - give people a chance to see if they're any good at creating fun stories and games with the engine
3 - give people dissatisfied with elements of ME3 an opportunity to craft their own custom content

More than anything, it would be a great goodwill gesture to the community; even though I'm on your side in most recent things, Bioware, you must realize that any such gestures would be great right about now considering a lot of the heated feeling on the interwebs. The new free DLC is a great start, but I think a release of your toolset would go a long way.
