 If you think about the lore of the game Humans have only been able to travel in space for less than 50 years. I was thinking that likely the writers wanted the galactic civilizations in the galaxy to take the time to progress naturally without being "lifted up" by Reaper technology.

I still think this is stupid wirting, but that is my thought. And I think this is furthered by the demonstration of what can happen when you "lift" a species that is not ready with the Krogran.
