I don't know about 360 (although I have to assume it's awful because, well, Xbox Live), but I think the biggest problem on the PC is just that most people don't like taking on their mic to a bunch of complete strangers in the first round. Add in a text chat box and you'd see players being way more social.

To be honest, you just need to find people like yourself to play MP with. As on anything on the internet...the majority of people who are blindly or overly rude or jerks are children from the age of 12 - 18. I play on the xbox and the few people who have had mics are actually quite nice.

Plenty of people on PC don't have a mic, or feel the need to use one. Unless you are playing Gold (sometimes Silver), the communication isn't necessary. I'm ordering a new headset tonight, but I won't be constantly talking; only when necessary.

I just played a geth white game on gold, an asari adept joined, and a drell adept, so i switched to human vanguard. Then salarian engineer joined so I thought this would be a cake. We all run down to the bottom room and from waves 1 to 8, maybe less than 15 biotic explosions occurred.
The adepts apparently didn't know how to do biotic explosions and I couldn't explain since no mic, they were just hiding behind cover and getting up to shoot their avenger and phalanx instead of using biotics. I didn't go down as vanguard until wave 8 or so since I know how to take cover to reduce staggering, but it was not fun trying to take down groups of geth with almost no help from biotic explosion. They really just sat back and watched while me and the engineer did 90% of the work, we had 120K+ score while adepts had 20-25K. Really weird match.
