Book 3 brings that into question in more than one way.
My answer to OP: Lord Petyr Baelish.

Ned Stark.

Jaime Lannister, of course. Transformation from rogue to a responsible ruler is almost complete - all for the loss of a hand.

Khaleesi Daenerys Targaryen (I don't know about you, but she's my pick...)

I'd go with Tyrion (who wouldn't like the little man on the throne, harr!), but if that were your answer you could have thrown a stone right away to decide...
Which is why I'll just throw in The Prince That Was Promised, Young Griff, also known as Aegon Targaryen! Poor boy didn't get a single vote so far...

Danerys because she is the rightful heir rather than a usurper

Stranger things have happened, how about Robb Stark as a walker

And the winner is.... Phoenix Burning for guessing Stannis! Really, you should all be ashamed of yourselves, Stannis is made out of iron after all (not like his brother Renly; that guy will bend to anything).
Stannis may not be the best choice for the Iron Throne in all honesty. Yes, he is just, but his black and white viewpoint can make life unmercifully cruel to both enemies and friends alike. Yet, his determination is unquestionable, and his inner-conflict of adhering to justice versus blindly following Melisandre is fascinating.
Notable mentions SPOILERS BELOW -
Ned Stark: Undoubtedly a better ruler than Stannis, but he is, sadly, a bit headless at the moment. Ned is still my favorite character, but he won't be winning any thrones anytime soon.
Davos Seaworth: Like Ned, he is stern when necessary and is capable of compassion. BUT he is Stannis' man to the bone - Davos would never usurp or damage Stannis' claim.
Petyr "Littlefinger" Baelish: I hate this guy with a passion. But dammit, he is one glorious bastard. He may very well end up snagging the throne at some point.
Daenerys Targaryen: I don't want Daenerys to win. She has suffered much in Essos, but she has also developed a significant bond with its people in the process. Westeros doesn't need Daenerys - Mereen needs Daenerys. Astapor needs Daenarys. She shouldn't abandon them for selfish gain.
Robb Stark: Same as Ned. Potential to be a great ruler, but has suffered a cruel fate.

Pretty much. Best choice, but unfortunately disqualified. Had to pick him anyway.

Hmm...Jon and Tyrion were my first choices, but since they've been guessed already I'll go with Bran Stark. Sure hope we don't have to wait as long for the next book.
