It's simple and follows Biowares train of lojicks:

First, officially declare that somebody "owns" the galaxy. Then that person will claim that the galaxy is a work of art.

When the reapers come, claim that they cannot invade because it would violate his artistic integrity.

The Reapers will have no choice to leave!
