CSec Small Crime vs Big Crimes War Asset bug

There seems to be an issue with the Citadel Defense Force War Asset as it relates to a conversation between an Asari and Human CSec officer.  This is a conversation overheard in the CSec office in the Presidium commons where the Asari thinks CSec should focus on big crimes and terrorism, and the human officer thinks they should continue enforcing minor infractions.  You have a choice to side with one of them.

The way it is supposed to work is that if you choose to side with the Asari, security is improved as CSec is focusing on eliminating terrorists and other security threats and you get more pts for Citadel Defense Force.  If you side with the Human, you should lose a few pts as CSec is stretched thin from enforcing minor regulations.

This does not appear to be how the game is actually resolving this in practice.  It seems like the update to the war asset is backwards if you do this conversation immediately when you see them.  What I mean is if you side with the Human it apparently thinks you were in favor of concentrating on terrorism (the Asari's point of view) and likewise the opposite is true, with the corresponding update when you view your War Assets on the Normandy.

There also seems to be some more odd behavior with this asset.  In my most recent game after the coup I went by the commons and did the side quest where the
former Alliance officer wants to kill the Cerberus member that is in
custody. As you enter the CSec office, you will overhear the
conversation between the two CSec officers regarding the focus on the
big stuff, or keep enforcing all the regulations. I finished the quest I
was on by talking to the Alliance officer and then immediately left the
CSec office. This means I did not take a side in the conversation
about small or large crimes between the two CSec officers.

Upon
returning to my ship, I checked the War Assets and it had the update
that said "CSec is focusing on small crimes and misdemeanors...." with
the corresponding penalty. The next time I went back to the Citadel the
two CSec officers were still standing there talking and I could still
choose the side of the conversation. However, it didn't appear to do matter since I already had the War Asset updated from just listening to them.

This happens to almost every "choose one person over another" dialogue. Friendly tip: listen to them fully, and listen to the answers after you pick your pick fully. Don't save or autosave (yes, it's hard to control, I know) during any phase of the dialogue, or the relevant flags might glitch up. Had this issue on Priority: Rannoch, the argument between Raan and Gerrel ended up not being recorded as having been dealt with AT ALL for me because I had the misfortune of saving in the middle of it (wasn't aware it was a choice dialogue when I hit F5).
