In the beginning it probably was, but look at this buff list: 

 

- Damage increased from [56.6-71.1] to [61.6-76.8]
- Encumbrance decreased from [1.5-0.9] to [1.25-0.7]

 

- Damage increased from [61.6-76.8] to [70.2-87.7]

- Encumbrance decreased from [1.25-0.7] to [1.1-0.6]

 

- Damage increased from [70.2-87.7] to [77.2-96.5]

 

LOL and then: 

 

- Damage multiplier when fully charged increased from 2.0 to 3.0 - this is where it went to complete OP zone.

LoL. It's a mini 10 shot Widow that weight's nothing. It's probably the best pistol in the game together with Talon, but Talon's power really shines on accuracy and ROF kits, while Arc goes with everything and everyone.

Make it arc on charge, do mega damage to shields/barriers, electrostun, and prime for tech burst and BLAM, great weapon.


EDIT:  Btw, the arc pistol is actually a shotgun, the more you charge it the more shots it fires up to 3.  Kinda...

 

Obviously this still needs to happen.

I can't use it without thinking about the SP variant. I will always be cheating on it with its counterpart.
