So, I've been wandering round the map for 45 min now, and I'm ready to kill freaking Old Teagin bastard for getting my hopes up.
I finished the WK two main quests ago (Forest and Dwarves). I no longer generate any random encounters but the Teagin trader.
I've talked to everyone at WK, gotten the discussion from the smith about "I can forge anything," and am running out of conversation points between my party. (I've gone between the magi tower and the forest so many times that party members no longer have any comments for each other!)
Any help would be appreciated... even if it is only where to go in the Toolset to increase the chances of the encounter!

I can't remember where I read this, but someone suggested traveling to Honnleath if you have the Stone Prisoner DLC. Apparently the event is scripted to trigger in a mountainous region (so Haven might also work?). Don't quote me on it, though. It's possible I may have just dreamt up reading that somewhere. =P

In my first playthrough, it never happened and in my second, it happened right after Lothering.

btw, what's the word on which sword to forge? 1 hander or 2 hander? It seems the 2-hander might be a better choice since, the game don't have any last tier 2 hander unique weapon, while there are at least 2 last tier longswords.

It took me 2 playthroughs to get it too ... I thought I was bugged at one point. The only thing I think you can do is keep walking around ... that's what I did and started getting the merchant over and over then eventually I got the encounter. It's said to be a 2% encounter rate.

Really depends what you want, Chasind Great Maul is on par (if not better) than 2h starfang, around 160g.
1h starfang is slighly (Very minor) better than keening blade, it comes from a quest.

2% encounter rate? I've gotten Teagin 13 times since I started my "walkabout." Maybe someone on the toolset forum knows how to mod the appearance chance...

I had the same problem, I walked between Lothering and Honnleath repeatedly until the cut screen flashed.

Walking between the DLC areas and anything else will inevitable trigger the encounter. Been able to reproduce this reliably in 3 playthroughs, right after Lothering in 2 of them even. Not really sure if there is a "point of no return" where, if you haven't triggered the encounter, it won't ever trigger, but seems to work fine early on.

Hmmm... well, I might have passed the point of no return. Has anyone actually triggered it after gathering all four armies but before talking to the Arl and beginning the Landsmeet?
(Apparently all the DLC content is locked by Bioware on purpose, so no editing the encounter rate for me. Bah.)

I'm stuck wandering around too...this is my 4th character, have had the event occur for 2 characters...I'm going between Haven and the Peak...I guess I'll keep switching it up until I get some new results.
Edit: Weird that this happened...as soon as I posted this I went ingame and was in Denerim...began to travel to Honnleath and BAM, event occured!

Not to resurrect an ancient thread, but I thought I'd interject. I'm unfortunately having to do another play through thanks to a computer error. That said, it took me nearly 40 minutes of pure traveling back and forth between destinations of the map before this thing spawned.
Yes, I have installed the last patch, so it doesn't break anything. I've always been able to find the metal, I suppose this has been my unluckiest effort. You could go an entire game and never see it apparently, because it took me that long after exhausting all other random encounters. I highly recommend you suppress your developing homicidal tendencies toward Old Tegren and just keep at it until it happens. It could take a while, though, so make sure you really want Starfang lol.

I used to travel back and forth before, now I just use the console to trigger the encounter when I reach a high enough level.

I seem to have a fair amount of success triggering it by wandering along the southernmost areas of the map immediately after leaving Lothering and before heading to Denerim. I just hit Flemeths Hut, Honnleath (after speaking with the merchant) and Lothering until it pops.

It is usually in the south, between brecilian forrest & haven.
A quicker way is to install 'add any item visual deluxe' mod and then type
runscript get meteor
this will create the meteor ore in a book to left, that you drag into your inventory to right,
and then off to warden keep

I get it around Redcliffe. I don't always get it early, sometimes I don't get it until near the end. But I don't always make use of the Starfang.

I've gotten it in all four of the characters I played Warden's Keep with. I downloaded both it and Return To Ostagar on Christmas, and if I hadn't gotten it previously, I always ended up triggering it during moving from the Keep to Ostagar.
