From 1 to 2 I only remeber there was an issue where it worked or didn't. But when it worked the faces were really close. Improvments or not the basic faces should be brought in.
Not that its the same issue but a few days ago I proved that the codes don't even work the same from ME3 360 to ME3 PC.
Edit: Not sure why I quoted you but since I did It doesn't make sense that they locked the original thread. Sounds shady.

I thought the level of customer care from BioWare and EA was the lowest it possibly could be. I was wrong. This is totally off the scale how much of a slap in the face this whole experience has been.

In the end I just played through with the default sheploo. It matched the distinct sinking feeling I had about the whole game anyway. =/
And yes, my ME1 to ME2 face import was virtually identical by comparison. ME2 did have more detail, and you could subtley mess up an ME1 face without knowing it until you imported to ME2. Going from ME2 to ME3 there is something very obviously off as far as the facial math goes.
Hell, that was clear just from ashley, kaiden and anderson. Ashley's bad plastic surgery/face whitening, Kaidan is now an attractive white dude, and Anderson barely looks anything like the slightly puffy-faced ancestor from ME1.
Finally, is this the same Chris Priestly who, unaccountably, for no obvious reason whatsoever, posted a thread suggesting that people do their first playthrough of ME3 with a default vanilla character? That was kinda weird and *really* unnerving, honestly. With hindsight, it sorta makes sense though. Just not in a good way. =/

Yes, ME3 on left. That is a ME3 generated face code. I created a brand new, no import, ME2 game and used that code. The right pic is the result.

Damn, The other day I tried to get a screen for a friend who plays on the 360. I'm still not sure what the original was suposed to look like but the ME3 code in ME3 came out as a bald, dark skinned and eybrowless femshep. My friend said she looked nothing like what she should.

No, this is not correct. My face from ME1-ME2 was identical. IDENTICAL. There were not small variations - it was the same. I looked at it and said, yeah, that's my Shepard.
I'm looking at a different person in ME3 (with default import), and it is not an improvement.
I've shown that a backport does not work the same. That is a failing case. If it doesn't work backwards, it's broken.
I'm sure that the team worked very hard to make it look the same, but they missed something.
ME1 to ME2 imports were identical. Saying "This was the same situation when players imported faces from Mass Effect 1 into Mass Effect 2" is UTTER BOVINE FAECES.

Demand a better Mass Effect 3: one with good endings, a face import that works, no buggy gameplay, and more LI options (especially for straight, female Shepards). I'd roll with that.

And not only are they different, but the ME2 version is more distinctive, nuanced, and realistic.
There were definitely changes to lighting, shaders, and textures. But they weren't improvements.
Definitely not improvements...I'm hoping they don't really think that they are...if they do and that's the direction they are taking I would hate to see what their next game looks like. Maybe it was a way to save money or something.
