I had a pretty hard time getting her jaw right, but I think I chose the right face structure. I started with the same default face I originally did anyway.

I still can't get mine right, and it was imported. Were you unable to import it because of the import bug? If you did it from memory you did a great job! I don't think I could get close without a starting point.

From ME1

From ME2 (apologies for the off angle, I didn't have many screens to pick from)

And then into ME3

Granted the change in hairstyle throws the whole thing off anyways, but her features are still quite different. Her nose especially is a lot wider and compared to the previous two iterations, the lighting in ME3 sometimes makes her look like she spent the 6 months in lockup smoking crack (like here).
Ultimately, I ended up growing to like her ME3 look, but it definitely didn't feel quite right for the first few hours of the game.

My FemShep really didn't import correctly into ME3 either, but in the end I didn't mind too much.

Yours look like it had a similar eye height problem mine did.

Yeah. It was kind of a kick in the gut to sit down after the midnight launch, my collector's edition in hand, installing all the DLC codes and reserve bonuses, installing the bloody online pass, launching the game... and then being told my "canon" Shepard's face couldn't be imported.

Yours is the closest I've seen. Looks to me like it's the jaw. Just a bit narrower.

I would gladly post a picture but my ME3 save data somehow disappeared when I decided to do a second complete playthrough of the whole series.

Yep, and the more I messed with it the further away from the original it became. This final version was after 2 failed and deleted restarts, after which I decided to just change her hair and roll with it rather than drive myself mad.

Aside from that, I think ME3 has a different shader effect or something going on that makes the skin look different.
I notice that sometimes, when loading a save, my Shep looks different for a few seconds then the shader kicks in.

I disagree I prefer my femshep in ME3 compared to the previous two. In ME1 she looked almost like a teenager. In ME2 she moved like a goddamn caveman but looked fairly decent. Now in ME3 she is perfect. Note this is just my opinion.

This is exactly how my Shepard from the ME2 image I posted above imported into ME3, with no adjustments. It's completely weird. Aside from it grabbing the wrong hair, she's way more freckly and her proportions looked off. Also, holy nuclear blonde.
Did not want.

That's how I felt about my Shepard import. Way freckly, and she looked much younger. There also wasn't an auburn color for hair that matched my original Shepard, so I dyed it black.

All of my Sheps look far better than before though, I think you may have just been unlucky.

I noticed that several of the depth sliders have changed dramatically.
For example mid-range mouth and nose depths are acceptable now.
I like having the mouth slider near the very bottom, the eyes near the very top. Otherwise the face is too "squished."
The lower the mouth, the more mature she looks, (until a point where it looks bad).
There were a lot of differences I noted when I was adjusting my shep for a month (it seemed) but I forget most of it.
A lot of the sliders "middle" points are good now, rather than having to go to the extreme left like in ME1.
The hairline really bugs me on most of the new styles. I dislike all the hairstyles. I settled for a top bun, it was the closest I thought to the tight ponytail.

It had been about 6 months since I played ME2 when ME3 came out, so I didn't notice it at the time but now having gone through ME -> ME2 and just starting ME3…the face is much worse in ME3. Not sure why, exactly…even the lip sync is worse. How did this happen? Or am I just really unlucky, having chosen a weird combination of features that don't translate well?
I'll add some pictures of the ME3 face when I have the chance.
UPDATE:
Alright, as promised, here are my three. I've taken three representative
scenes in each game: from left to right, it's squad screen, dialogue
animation, and normal gameplay. You can poke larger images in the album

The ME3 one is clearly a different 'person'.
They're all ugly.

It's...close enough that I can play, at least. Aged her to 25ish.

Though I couldn't get it to look right in ME3 so I just reverted to using FemmeShep's awesome headmorph and tweaking it to be super colorful.

I still miss the ME2 face though, loved it. :/ I like to think my Shepard had cosmetic surgery in the middle of the 6 months she was relieved of duty.
