Why are my stats higher at the shooting range than in combat?

I can understand them being lower at the shooting range vs combat if I have a squad(s) mate that increases squad stats, but not higher.

For examples:

Shooting range stats:
Disruptor ammo lvl 6 - +22.50% health damage and +90% shield damage.
Incinerate  lvl 6 - 690 damage

Stats with squad on a mission:
Disruptor ammo lvl 6 - 20.25% health damage and +81% shield damage.
Incinerate lvl 6 - 645 damage.

Same armor pieces in both cases.

Can anyone else verify this?

Great, another reason as to why the shooting range felt rushed and unfinished. Seriously, I use the shooting range a lot to test out my weapons, but its usefulness only goes so far before you quench for more things to test out your new weapons/powers. For example, how strong is Overload vs Armor compared to Shields? It doesn't even deal any damage to the targets, which makes testing most powers useless. And the fact that there is no cover to test weapon accuracy/recoil changes when the majority of the gameplay is focused around cover.

I can attest to this. I don't have actual numbers, but I do have experience. On the range, I can one shot the health bar with my Saber VII hitting the body. However, in an actual mission, it takes two body shots to deplete the enemies health bar. So yes, the shooting range is messed up.

The targets in the target range have 500 base health, which is the health of a Cerberus Assault Trooper on Normal difficulty, and a Shepard at level 1 (since enemy health scales based on player level). The target health does not scale by level nor difficulty, which reduces the usefulness of testing weapons because by the time you reach the Citadel, you are already above level 1.

Bumping in the hope that if this is a bug, it gets looked at.  I also am experiencing this.

Also should note that powers that stack power damage are also affected by this. For me I have Fortification's Power Synergy, and Fortification active my stats look like:

Shooting Range:
Disruptor Ammo ~25% health damage
~102% shield and barrier damage

Combat
Disruptor Ammo ~23.25% health damage
~93% shield and barrier damage

I have a theory: Couldn't the change in stats be due to enemy variety? I'm sure that a Cerberus Trooper doesn't have the same amount as health as a practice dummy. And the Geth Prime can probably take more beating than the armor dummy. Also, they could have their own damage reduction implemented on the enemies, in order to boost their effectiveness?

Honestly I don't know. Just throwing out ideas. It is rather strange and I never used the range myself for that reason. It is useless. I only used it to see how they all operated once. Then never touched it again. Shame too, could've been useful as hell.

Not sure if the OP is still checking this thread but it's pretty easy to spot. Just walk into the firing range with any loadout and check the numbers on your powers. Go do any combat mission and check your powers and the stats will have dropped a bit.

Are you checking the power readout before you start the mission, or during? Some bonuses will not get applied if you are looking at the power screen before the actual mission starts. For example, power bonuses from Fortification will not get applied before the mission begins.
