You use Sandal's apparatus (in Hightown in act one, in Amell mansion in acts 2 and 3). Note that not all weapons and armor have sockets.

Yes, but it is accessible only after you come back from the Deep Roads.

No. You can still use Sandal's equipment in the Hightown square.
