Hm. You know Councilor Telos talks about plans for the survival of civilization after the Thessia mission.
With what the Council knows, evacuating the Citadel is actually pretty easy.
The Conduit. Switch the one on Ilos to the Presidium and the Citadel one wherever you want. When the Reaper fleet arrives, close up the arms and just march everyone through. It'll take some time but it is noted that breaking past a closed Citadel is really damn difficult.
The Reapers can force troops in, but that is what you have that Citadel defense force that so much of your quests went towards improving. How much you buffed them determines how successful the evacuation through the Conduit is.
Also switching out the Conduit is the only way that Hammer makes sense. Otherwise they just go back to the Conduit and jump to the Citadel. Which might have been better, doing that part of the plot essentially in Saren's role.
If the Conduit wasn't switched out, than the entire end plot of the game is a massive plot hole. Why fight onto the Citadel? It has a back door into it already that you know about. Yet is isn't even mentioned or brought up.
It probably is a plot hole, but one can dream.
