 I am trying to understand what is exactly needed to save both sides. I have read several times on different sights that there is a point system with a score of 5 needed to achieve this.

Tali and Leigon have to be alive.
Destroyerd the Geth Heratics in ME2 + 2
Tali wasn't exiled in ME2 + 2
Solved Tali and Leigon's argument in ME2 via charm or intimidate + 1
Saved Admiral Qwib-Qwib instead of his men. + 1
Do Leigon's geth collective subquest. + 1

Doing all theseobviously gives you 7 points.  The only difference I made was to rewrite the Heratics because I played full Paragon in both ME1 and 2. Still I should be able to save them both but dont have option. I am again playing full Paragon with my bar maxed out.

Wondering if anyone else has this issue or maybe its a bug.

Seems to be a bug. I rewrote the heretics on my first ME3 playthrough and i could still save both of them. You sure you've done everything right? Besides, I'm pretty sure you MUST save sal'koris and get Tali and legion to stop quarreling with the paragon/intimidate option in order to get the peace.

This is what I did in Me2;
Did both their loyalty quests, Tali wasn't exiled, but I did rewrite the Heretics.
I had the Paragon option to stop them from quarreling so all were happy
Then in Me3 I saved the Admiral then Helped Legion ( tried this in reverse to see if that made a difference too), both prior to destroying the Reaper.

The whole thing is just odd. Talking to a couple friends who finished I should have the option to save them but don't. This is my second install of the game as well thinking the first one bugged out. I guess I may just have to end up choosing on over the other in order to continue. Its just sad to have to do that.

try contacting EA support if you haven't done so already, I doubt they'll come up with a solution right away but they might fix it in a future patch or something : /

I've written a lengthy essay on the matter (complete with looking into game files for fixes). If you'll wait a bit, I'll dig up the thread with the how-to on how to unfrell this.

EDIT: Here ya go. This requires save editing though, so I hope you're on the PC.

The short version:

The game sometimes refuses to import your ME2 decisions on this (and other) matters. Not "imports improperly" like with Conrad Verner. DOES NOT IMPORT AT ALL. So yeah, I'd imagine you get as iffed about it as I am. How it can consider your ME2 decisions for dialogue but not the plot development is beyond my understanding, but the fixes I've outlined undo the damage with a 98% guarantee.
