rushed development, limited resources (& possibly EA's policy decisions)
ending needed more work - as it was the player had too little agency and was mostly responding to crisis, I particularly didn't like the way the ending depended on whether you supported Meredith or not (and having to fight her anyway) and getting run out of the city if you disagreed with her.

Disjointed story with insular acts. Barely any equipment options for party members. restrictive camera. Endless waves of enemies in lieu of strategic placement of enemies. Horrible graphics (worse than DA:O of which there's no excuse). Tons of fetch quests. Deceptive dialog options. "Multiple Personality Disorder Hawke" when selecting dialog options of differing alignments. Disconnecting story elements like time skips and introducing new friends of Hawke we never met before. One-dimensional companions.
Frankly the only definitive thing DA2 did better than DA:O is combat positioning. In DA2 you can attack an enemy so long as you were near them; in DA:O you cad to wait until the character moved the exact right distance from an enemy before they attack.
Anyone who likes DA2 over DA:O I must say has some odd priorities when it comes to judging games.

1. Disjointed and directionless story
2. MMO like combat (Ridiculously high HP enemies. MOTA was by far the worst. That **** should not be in a RPG) with completely over the top animations.
3. Completely boring and 1 dimensional party members (Subjective, obviously)
4. The new artstyle.
5. Being stuck in one completely bland city.
6. The "streamlining" of basically every game mechanic.

Merrill was one of the bad parts, she was an alright character (I don't blame the character) but the writing behind the relationship between her and Hawke is TERRIBLE. It's so terrible with her just deciding to do things and you say, "NO" and she brushes you off and keeps doing it.
It's like working with a 5 year old child! Merrill's quests are the most irritating quests ever.
Not to mention with all the other companion quests you had little to no part in them at all :<. Your companions have already decided what they're going to do, then they tell you, you say, "no" and you're forced to do the quest anyway.
Also, if you ever choose to NOT I mean NEVER EVER talk to a certain companion at any part of the game, it's just not possible. The game FORCES you to deal with EVERY SINGLE companion quest even if you don't want to talk to that companion!
That's the kind of "choice" that is such a joke. The game gives you a quest and it says, do the quest, you say no, and the game doesn't let you progress unless you do what the game wants you to do.
