One of the things in the citadel codex is that anyplace -inside- the citadel has emergency seals, and some exterior areas have emergency seals that can keep atmosphere in. Even if the Citadel is destroyed (which it may or may not be in ending), "is not like the entire things blow up." People on (in) the arms may well still be alive. No reason to assume 100% casualtties

I can tell you why I didn't.

Later on Garrus asked her the same question. And she gave him the true answer: In a heartbeat. To keep Cerberus from taking over the galactic government? She would've drilled Kaidan through the eyes. She would've fet terrible about it. But she would not have hesitated one single second.
"Cold," Garrus said. But he seemed to understand.
So no, I didn't miss the shot. I respect Garrus waaaayyyy too much to baby him like that.
