Even if the Citadel is destroyed (which it may or may not be in ending), "is not like the entire things blow up." People on (in) the arms may well still be alive. No reason to assume 100% casualtties

I can tell you why I didn't.

Because my Shepard *never* lied to Garrus. She trusted him, absolutely. He was the only member of her crew that she felt like she could lean on. She didn't always have to be perfect Commander Shepard, always in charge. If he asked her a question, she told him trufax.

It took everything she had, all her skills in leadership and reading people and persuasion, to talk Kaidan down during Udina's attempted coup. She did it. And afterwards? When Kaidan asked her if she would've *really* pulled the trigger? She said "Never." Because that's what he needed to hear.

Later on Garrus asked her the same question. And she gave him the true answer: In a heartbeat. To keep Cerberus from taking over the galactic government? She would've drilled Kaidan through the eyes. She would've fet terrible about it. But she would not have hesitated one single second.

"Cold," Garrus said. But he seemed to understand.

So no, I didn't miss the shot. I respect Garrus waaaayyyy too much to baby him like that.
