Filling the bar doesn't matter. You can do that easily. The bar means nothing.
You need to continue getting MORE EMS. This is even explained in Jarret Lee's sticky.
You need to get 5000 EMS (thus 10000 points worth of war assets before 50% readiness cuts that in half) in order to get the highest achievable ending.
You CAN get it with 4000 EMS, but there is a very specific requirement... you must have 'saved' Anderson from getting shot a second time by TIM.
Some people thought they just meant the 'green' ending to be the 'best' ending, but that has already been confirmed by other EA/Bioware employees as untrue. They say we can easily get over 5000 EMS without multiplayer, facebook, or iOS apps.
This is simply not true with the version of the game we were shipped.
Research has been done, and the code has been dissected by many intelligent players.
At the moment that many war assets DO NOT EXIST in the game we bought.
For a reference, most players who had near 'perfect' import playthroughs from ME1 and ME2... who also did all the DLC available.... and completed every available quest and scanned every planet..... get around 7200 TOTAL war assets, give or take.
I got a bit more, others get a bit less.
Diving into the game code confirms this.
Even if you played PERFECTLY through all 3 games (poor PS3 players) and completely disregarded roleplaying for the sake of making EVERY decision for the maximum available war assets...
.... you might get close to 7500.
With the default 50% readiness, that gets cut in half and you get around 3750 Effective Military Strength (EMS).
That's still 500 war assets shy of getting the 'breath' scene (more than some entire species fleets).
And that's only if you 'save' Anderson.
Yet they say we can easily get 5000?
I'm sorry, but that means we are somehow missing 2500+ war assets from our completionest full import playthroughs.
SOMETHING IS WRONG HERE!
As I've said before.... I don't want to call them liars. I have a hard time believing, even now, that they would honestly tell us that we can get 10000+ war assets in Single Player alone if they didn't think that it was possible or did it themselves.
Which leads me to believe they are playing a different version. Some pretty substantional content must have been cut from the final release that they weren't aware of.... or perhaps they are factoring in SP DLC we don't yet have?
Or possibly the war asset values were bugged and that some should be worth a lot more than they are now.
Either way, they NEED to be made aware of this... especially with DLC coming out that expand the endings.
Once that happens, a lot more people are going to want to see the ending where Shepard supposedly lives.
They will play without multiplayer and not get that ending, no matter what they do.
I hope they get ahead of this problem... but for the moment, they will only tell us we are wrong.
