Intrestingly, I found something about the Mass Relays in the wikia.  They seem to suggest that THERE IS a possible form of transportation post ME3 ending.

In a nutshell
Primaries - Comes with a partner, travels longer distances, but can only teleport to its partner.
Secondary - Teleports anywhere, but at short distances. 

During the ending scene, it is implied that only the active relays are destroyed/transmitting energy.  Intresting...
Its also implied that for primary relays, its partner is automatically activated once the other is enabled. 
The real question is :
Do secondary relays have a partner that they can enable once they are activated?  
How does one tell the difference between a primary and secondary relay?  
How is the energy transmission different from the apocalyptic explosion caused by a normal mass relay explosion?  
Can the Citadel remotely activate other mass relays, or change the function of current relays?
