^I imported my "everybody dies" playthrough from ME2, so Kelly was liquified in the Collector base.

It's not possible to fill it but you can make everyone die bar Joker and Chakwas.
Just have low ems, bring the surviving crew james/liara with you to london and choose destroy to kill edi lol

You have to have 2 squadmates survive to be able to import the save, so you'll never be able to get all 12 ME2 squadmates on there.

Edit: I guess you if you could somehow get them to die in ME3 I guess it's possible

If you're looking for maximum kills, you'd have to either only bring Mordin, Legion, and/or Thane to ME3, or seriously toggle with the loyalty missions and whatnot.
