I'm running a previous generation computer with a geforce 8400. It was a pretty nice card at the time with the exception that it sucks at particle effects like smoke, and struggles real bad with shadows.
I bought Mass Effect and LOVED the very detailed .ini file that I could tweak to produce graphics that looked great but disabled all the other crap such as reducing shadows (to nothing, i dont care about shadows), particle effects, water effects, and all the bells and whistles.
In the end, I don't care how dragon age looks, i just want 30+ frames per second.
How can I achieve this goal? The .ini file I saw had close to nothing in there.

There is more than one of them to work with, but it does seem that the primary one hasn't much of anything in it right now. Someone will need to use a Hex Editor to search for text strings of other settings that are optional, and don't show up without knowing what they are, test what they do, and decribe the effects to the rest of us. The most detailed tweaking site, Koroush Ghazi's, still had nothing for DA: O when I checked there last week.

i have to admit, the inability to tweak ANYTHING in the ini's (like grass amount) and the lack of reduced textures for stuff like low quality water on DAnexus.....it sucks. the only things that bog the system are fires/fire particles close up (same with smoke and spell/aura effects and water. great game, but i guess they only really created it for the crapbox360.
tweakguides wont have anything on there ever unless bioware creates a magical patch that allows us with PC's to actually tweak something in the ini files, otherwise it would already be on there.

I don't think Koroush is doing any more Tweakguides for games, unfortunately, due to time constraints and other projects. It's a shame, as I highly rate his site, yet understandable given the immense expenditure of time some of the guides required.
As for the Mass Effect .ini, it was based on Unreal 3 engine was it not? So the game was inherently tweakable due to that engine as opposed to the DA:O home brewed engine.
Still, I live in hope of someone discovering the Make_Engine_More_Awesome=1 toggle.
