 I'm wondering why i never received this pack. I got the victory pack and i did promote two characters (my soldier and engineer) when the event started. Why havent i received my pack yet?

for all i know this event wasnt on the sp3, you shouldnt post this in ps3 support forum unless you are a troll or they actualy gave this pack and i didnt knew.

Considering his name is "revitup360" and his games are:

"Games Registered to revitup360
Mass Effect 3 - Xbox 360"

I would guess he accidentally posted to the wrong forum. No reason to assume a troll when someone hitting the wrong link makes more sense.
