I am now starting my second playthrough and I remember that +healing on
gear was not working correctly. I am playing on a harder difficulty
and this would greatly help me. Is it still bugged? Is there a known
workaround? Thanks in advance.

Hopefully it'll be fixed in the next patch. And supposedly, we're going to get an update on that this week. It's Thursday night, so if that's not tomorrow, then it's not coming.
