just as a heads up to other people:

 just purchased several of the Premium Spectre Packs - there were several issues with loading them, and the last one never displayed, although i did receive the contents of the pack.  i was looking at all the stuff in between purchases to make sure.  after several failed attempts to download the last purchase, i contacted Support and after talking with them, i cleared my cache and when i went back into the game, i noticed several new items that had not been there before.

My last Premium Specter Pack purchase failed too.

I have tried to delete my cache, but no new things have appeared

But how did you exactly deleted your PS3's cache? From the browser?

This happens with all of the packs with fair regularity. It also usually leads to losing connection entirely.

I believe all it takes is a simple restart of your PS3.

When I have done that I have been chaged the money and still not gotten the pack, the problem is that EA has set up a system where they make sure they have your money before they even make sure that their servers are working

I got an error once or twice saying the purchase failed but it goes through if I hit circle and go back into the store.

Yeah.....lost 3 packs.....and when I emailed EA...they said...sorry and offered me nothing in return for my missing credits and my 3 dollars i spent too...thanks EA

I've lost about 20 packs since the game launched, but luckily only 3 were with actual money. I've contacted EA 3.different times as my packs were adding up. Each time I was told that instead of reimbursing everyone individually for the packs they didn't recurve, that EA will fix the problem and then everyone will get the packs owed. I don't believe this because it's been a month now with no word or reply on anything and it usually rips me off every other day. I've decided to just start saving my credits up and wait till it's fixed. I hate doing this because the only way to get your weapons better is to buy the damn packs. What if some of the packs owed were the special weekly packs that are no longer available? I really think that are filling me with bs just to get me off the phone and I'm gonna eat it on these packs I keep getting ripped off of. What do you guys think of this whole take your money/credits first and then cross your fingers and hope you get the pack while it's processing? I mean I've done my part. I've paid for a service and didn't receive what was paid for. (I'm talking about the 3 packs I paid money for which I will NEVER do again).

ya i had this problem tonight. Pretty sure i got billed for 2 premium packs but didn't get either of them

 Excerpts from my chat with an EA representative on 08/04/2012, 10:17pm PST:

Regarding the situation
"I have just checked with our update and found that there are some temporary issues with processing the purchases. We are aware of the issue and our engineers are working towards a solution to fix this. Unfortunately, we do not have an ETA for when they will deploy a fix but I hope it should be fix very soon."

Affected situations
"The issue is with all [kinds] of in-game purchases at the moment."

Concerning refunds
"As per EA policies, in-game purchases are non-transferable and non-refundable. As a support staff we are abide to follow policies and can't bypass them... I would request you to allow us next couple of days and I believe the issue would get fixed by the time."

Regarding receipt of delivery
"You would receive an e-mail confirming the order has been delivered successfully once the issue is fixed."


This problem better be fixed for the release of the Resurgence DLC!

I'll say this one more time and hope people read it:

IF YOU SPEND REAL MONEY ON A PACK AND YOU REALLY DIDN'T GET ANYTHING FROM IT YOU REALLY CAN GET YOUR REAL MONEY BACK FROM SONY SINCE THE FUNDS DID NOT GO DIRECTLY TO EA BUT RATHER THROUGH THE PLAYSTATION STORE. REALLY.

The one (and only) time I've spent money on a pack, it bugged. Sony refunded my money about 2 days later. You might have to call more than once, or ask to speak to a supervisor, since a lot of their customer service reps are quite dense (the first lady I talked to thought I said the game was named "Massive Victory" and had never heard of Mass Effect 3) but as long as you're telling the truth and the data to give you the pack was never sent to your PS3, they will refund your money.

All sales are final but not if you pay for something and don't even get it. That's how the PSN has always worked.

(Tentatively) confirmed. I've been e-mailing with a Sony representative, and they've been pretty helpful. They're reviewing my situation, and if it all checks out, they said they'll refund my purchases "as a courtesy," though they said it'll only be a one-time thing. Waiting to hear back from their review dept.
