Or is that counted seperately. Say that with 2 weapons your cooldown bonus is shown to be 135%, and your total gear+intel bonus is, oh, 50. Is that 50 part of the 135 shown, or is that added on seperate?
Does your weapon/cooldown bonus show Intel+gear bonuses?

Forsaken has it right. The inventory meter is concerned only with encumburence.
Your intel and gear bonuses are correctly represented on your squad/char screen, though.
