Does the tier (and stats) of this item change depending on what level you are when you acquire it?

I got it at around L16, and it was a tier 2 helm. I would imagine that its item level is static (on the pc version.)

If you want some spesific gear at a higher level, you may just wait to enter the area untill you can use say lvl.5 gear.... or lv.6 gear - the items you find in each area will reflect your current level.
Some quest related items are not affected by this thou...
But the general level for drop items will reflect your current level. :-)
