Just formatted my PC because I bought a new video card, I installed Mass Effect 3 and started playing it while I was downloading Battlefield 3 on the background. The game was almost unplayable in single player with insane stuttering. I didn't realize the reason until I decided to stop the Battlefield 3 download. Is this normal?

Well, downloading something huge does utilize your harddrive constantly. For a game like ME3 that also utilizes the hard drive frequently, your computer is constantly switching tasks. So, yes, its expected that you would see a performance hit while multitasking two or more tasks that heavily utilize a single bottleneck.
