Once you download the DLC on Tuesday, you unlock them in the same manner you unlock current characters.

I believe you have to buy the 'Resurgence" packs in game, and it gives you a chance for a new character or weapon.

Okay.

Will the Resurgence packs also give away the normal characters such as Drell, Salarian and Asari, or will only the new characters be given away in these packs?

Been playing for a few hours now, with a few failed games, I'm at 350k.
