You can get 4000 EMS without MP. In addition to doing all the side quests, having squad members from ME2 survive etc, unifying the Quarians and Geth etc, you must have killed the council (so your alliance fleet is larger), killed Wrex (so that you can betray the Krogan with the genophage cure, and get both the Salarian and Krogan war assets. If Wrex survives and you sabotage the genophage cure, he will find out).
There has been the presumption that in order to get the best ending, you needed to be full paragon, be the Galaxys most honest and just soldier. But in fact this is not the case at all! This is considerably more complex outcome-wise. Just because the choices you make seem fair and appropriate at the time, in the long run, they might indeed be the wrong ones. And the choices were made such a long time ago means that there is no simple restart. This is what Bioware were talking about when they said there will be consequences for your choices. So many people still dont understand the whole of the ME3 is the culmination of your choices from 1 and 2.
God I wish people would stop spewing nonsense when they have no idea what they're talking about.
Your max EMS normally (saving the council, curing the genophage, making peace between the Quarians and Geth, and gathering all galaxy map assets) is around 3600 and change at 50% readiness.
If you had killed Wrex in ME1 and manage to trick Wreav, you gain the "Salarian First Fleet" which is worth 75 EMS (150 * 50%). It's also apparently possible for Mordin to survive (12.5 EMS or 25 * 50%). That's your only net gain in this scenario. It's also been confirmed that saving the council nets you slightly more points than if you had killed them:
