 The FAQ doesn't answer the important questions about the Ending DLC, specfically whether I need a new game or not to access it.

Shouldn't think so; if you've already completed the game, loading your last save (which will be before the Cerberus base) and clicking 'Restart Mission' should skip you straight back to the beam o' light.
