Not sure if this has been addressed before, but any word on whether Bioware is planning on releasing mod tools along with DA3 whenever it comes out?

TBD, I'd imagine. It looks like they are still in the earlier half of development, atm, hopefully earlier (so they have a good development cycle this time).

IIRC, this is something they don't do or decide on until very late in development. I believe that for both Skyrim and DA:O, the toolset took over a month after release to come out. This is because the people who make the toolset are the people who constantly work with it throughout development, so pulling them off to make an end-user friendly version is bad.
